In business since 2018, we are a small business focused on delivering successful capital construction projects for all levels of government—local, provincial, and federal agencies. We have also worked with private sector clients.

Arshad Bastani, P.Eng

Arshad Bastani is a qualified Professional Engineer registered with the Association of Professional Engineers and Geoscientists of British Columbia.

With over 23 years of development experience, Arshad believes that effective management of designers and contractors requires first-hand experience in their roles. He has worked as an engineering design consultant at HDR Engineering and as a project manager for the construction contractor Skanska USA where he oversaw one of the largest infrastructure projects in North America at the time. Over the past decade, Arshad has provided project management and advisory services to the British Columbia government and government-funded capital projects. Before founding ASHO Services, Arshad was a Director at PwC LLP's capital project consulting practice where he offered capital planning, program and project delivery, operational readiness, and operational improvement advisory services to both builders and owners of capital projects. Clients benefit from his unique combination of strategic management consulting expertise and hands-on experience in design, construction, and project management.

Tom Sparrow, PMP

With over 35 years of experience, Tom has managed some of British Columbia's most complex and high-value projects. Tom worked for 12 years with the Government of Canada - Public Works & Government Services Canada. For the past 16 years, he has led large capital infrastructure projects across the BC Lower Mainland, Northern BC, and Vancouver Island. His strategic advisory services span asset management, project management, construction procurement, capital project compliance, and project governance. Tom is a certified Project Management Professional (PMP) through the Project Management Institute. He has recently enrolled in a Doctor of Business Administration program, focusing on Emerging Technologies associated with Generative AI in Project Management, further underlining his commitment to staying at the forefront of technological advancements in his field.

 

Tom recently assumed the role of Chief Construction Officer with the City of Winnipeg. ASHO is grateful for his continued involvement as a Strategic Advisor, and we deeply value the strategic insight, leadership, and mentorship he continues to provide to our team.

Blair Winsor, AET, AScT, GSC

Blair Winsor is a senior construction management professional with over 30 years of experience. Prior to his current role, Blair was the Vice-President and Co-Founder of Urban One Builders, established in 2011. He has also served as Project Director for ITC Construction Group and Senior Project Manager for Van Maren Builders. Throughout his career, Blair has worked on several award-winning, high-profile developments across British Columbia.

With a background in design and construction, Blair consistently seeks better ways to realize the client’s vision while maintaining expectations around cost, schedule, and quality. Known for his creativity and ability to communicate across all disciplines, Blair continually inspires top performance from those around him, delivering successful outcomes and high customer satisfaction time and again.

Sheryl Koers, K-12 Program 

Sheryl is a retired Associate Superintendent from the Cowichan Valley School District with over 36 years of experience in K–12 education, leadership, and capital project delivery. She has held senior roles for more than 15 years and is widely respected for her integrity, collaborative leadership, and deep understanding of curriculum, early learning, operations, and district-wide planning. Sheryl has led major initiatives including childcare development, instructional transformation, and the delivery of multiple capital projects - most recently serving as the Client Representative for the new Quw’utsun Secondary School project. She brings a rare blend of instructional insight, operational expertise, and capital project experience that strengthens how educational priorities are integrated into modern learning environments.

Brent Olund, P.Eng., MBA, GSC

Brent Olund is a Professional Engineer, a Gold Seal Project Manager, and holds an MBA from the Richard Ivey School of Business. His 27 years in the construction industry began with industrial, commercial, and marine construction, followed by many years focusing on residential concrete high-rises, and an extensive focus on educational buildings and mass timber construction.

Brent is a nationally recognized expert and thought leader in the planning and control of mass timber structures. He has collaborated with design teams to validate several upcoming mass timber building assembly systems and has designed and patented a new lateral structural system for use in these buildings. Brent believes that the highest purpose of his work is helping to address the housing crisis by advancing building systems that improve construction productivity.

Fred Bjork, P.Eng, LEED AP 

Fred holds a Masters in Civil Engineering and brings over 30 years of expertise in program and project management, engineering and design, procurement, and construction management. His diverse experience spans above and underwater inspections, rehabilitation of ports and marine terminals, freight corridors, waterways, and infrastructure foundation systems. â€‹A sought-after professional, Fred is frequently engaged by public sector clients to lead complex programs and projects. His early career as a mine clearance diver and platoon commander in the Swedish Navy has further enhanced his technical capabilities. â€‹Fred has successfully managed multidisciplinary teams of various sizes across sectors in port, marine, and waterworks infrastructure. From 2022 to 2024, he served as a program manager overseeing response efforts to the November 2021 Atmospheric River Event floods, demonstrating his ability to navigate large-scale, complex natural resource programs in collaboration with all levels of government and First Nations communities.
